I have atmosphere and I’m using latest firmware. What I understand is you just need place the .kip file in your SD reload atmosphere and done? Then you connect to your switch via PC?
so far this is my default settings:

Are you using Kosmos? If Yes then all you need is to enable it in kosmos toolkit and restart(just to be sure it'll work).
If not then you might have to edit the hetake_ipl.ini to load sys-netcheat.kip with atmosphere.

kip1={folder on sdroot}/sys-netcheat.kip (to load just this kip) or kip1={folder on sdroot}/* (to load all kip in this folder)

From there sys-netcheat should run in the background and you can use the GUI to talk to sys-netcheat.
