I'll use cannons and wing cap and Balloon Mario power ups to access hard-to-reach areas. Though some stars will only be obtainable by a certain character who is able to reach them. If it turns out to be necessary, I'll make all players unlocked by default.From what I've seen, the levels are a bit larger compared to the character than in SMS; that means Luigi is almost a necessity right now.
However, Noki Bay should be easy to traverse as Mario if the layout is intact.

Yes, but only after I've all the models done. Each level will also have a secret challenge level, like the original. These will be new levels, as it's not possible to copy Mario Sunshine's ones.Are you planning to make these playable levels with enemies and coins and stuff?

Anyway, wonderful job with Noki Bay! The Delfino Plaza music is sexy, but the remixed underwater theme really takes the cake.
