Well, it's rather a lolprogram than something useful, but recently I've written a simple client-server program that can do this:
it just sends screenshots via lz77 compressed bitmaps that are scaled to 256px (or 128px like in the linked video) rather than using i.e mpeg4, but I think it's still plausible, because how cute is watching LoTR on the Nintendo, with smooth 3 frames per second?
