It still needs Xhci, failOverflow already said someone could make it to android, but the phone needs to have XHCI which are mostly only fairly recent and powerful devices...Isn't every smartphone that accept otg cable!
More android phones are coming out with usb c. Mine has type c and I also have a usb c to usb c cable, and a usb c otg cable.Just saw this on my twitter feed. I guess this will require a USB C to micro USB cable, rather than the traditional cable you get.

If you succeed let me know what you did, I wanted to put Linux on my old surface pro 2 but apparently you can't get wireless or the touch type keyboard to work.I'm not buying another device to carry around just for this.

I don't think that has anything to do with XHCI... I think Xhci is not present on USB2.0 but OTG can be supported regardless of being USB 2.0 or 3.0.You might consider this app for checking if your phone supports otg
