Hacking Rock Band 2 troubles

I have a back-up of an NTSC copy of Rock Band 2 running just perfectly on my PAL Wii. I'm able to go online and everything, and all my other japanese/NTSC/imports/back-ups work perfectly as well. However, when I access the online store and try to download some of the DLC, it always, ALWAYS says I have either insufficient Wii points (untrue, I have 700 and all the songs cost 200) or I have an error. Is there a shop channel fix or something to help me out here?

It probably won't work, shop is region locked so no ntsc downloads for pal gamers.
