Hm, that's really strange. That's everything I have as well.
Let's see... Are you not seeing your saves on the Japanese copy after importing them in? You're saving them to the most left save slots, right?

I might just try to move the save manually in the SD and try to import.
That's more or less what I did.
Exported Fates US save that I wanted to transfer
Then Exported Fates JP (There was no save, but that creates the needed folders)

Went into MicroSD Management, copied the fates us save manually into the Fates JP folder, then restarted went back into JKSaveManager and imported the save into Fates JP.

okay seriously guys it's not that difficult. The saves have to be in the proper folder to import.

so create a japanese fates save, export it to create the save folder. export your usa Fates saves, put your SD in your computer (or use SD management), move the USA fates folder to the japanese fates folder. Import your usa fates save to your japanese copy of fates, cheat to your heart's content, save, export again. Move the edited saves over to the USA fates folder, import.

Ok guys I'm back here and I'm completely defeated. I spent over 4 hours trying to make this work using this tutorial:
https://gbatemp.net/threads/tutorial-building-ntr-custom-firmware-cheat-plugins-w-cheat-menu.411189/
But my efforts were in vain. Is the codes it seems. I was using the ones made for spider, but they seem to be incompatible with NTR even after adding the 0x14000000 offset. Apparently because they are assembly instead of whatever they should be instead.
As I'm not willing to search for the correct addresses in the ram, this is as far as my efforts go. If anyone wants to keep going at it, you can follow the tutorial and I have attached the gameplg I was working on. I Hope someone with more time solves this soon.

No clue, he's pretty vague with it. It's like saying "Car is red", and you're like, which car.
Ugh, well I guess it's best not to dwell on it now. I'm going to keep trying to find a work around. Happened to stumble upon an Old 3DS, going to see if I can get the game working so I can use Arcode on Emunand on 10.5
