It allows you backup/replace your sysNand/emuNand and decrypt various other things. It's a comprehensive tools app that does way more than rxTools even did.

It's a homebrew. Extract the files to your SD card (Decrypt9WIP folder needs to go inside the 3ds folder) and run it using the homebrew launcher.

Pasta mode (also known as dev mode) has firmlaunch disabled so you can safely use things like sysupdater.
