Miiverse Administrative Tools is still a hoax; I wanted to prove that I modded Mario Kart 7's banner to create it, but it looks like MK7's banner and title were cached, so I can't show it properly. :/

Miiverse check the title ID of your app, so take the good one and will able to do what you want.
But you can't post on a US community if you have an EU console.

I ran it using RXTools though, so I don't know how it acts with other CFWs
