I'm not sure if this is this answer you want but you can always download the latest version and simply install it with your injected fbi

Injection is supposed to be used to install fbi.cia since theirs no other easy way to put a cia installer on homemenu. Then whenever a new version comes out you won't have to worry you'll simply have to install the newer one

So I have to take FBI.cia and install with the FBI injected? but doing this maybe I will have 2 fbi installed? one injected and one on emunand?

I can't get FBI to install games. When It try it gives me a " Database does not exist error". When I go to software under data management in sysnand it says my SD card software-management is corrupted and can be reset. When I do that in emunand the SD card is fine. How do I fix this? On a O3DS 9.2 using ninjax to get to homebrew, and RxTools CFW. FBI is installed in emunand health&safety information.

Q: I'm getting a "DESCRIPTION_DATABASE_DOES_NOT_EXIST" / "DESCRIPTION_INVALID_DATABASE" error!
A: This shouldn't happen any more, as FBI takes care of initializing the database files for you. However, if it does, you likely haven't installed anything from eShop or other locations before. You will need to go to the "Nintendo 3DS/<id0>/<id1>/dbs/" directory on your SD card and create empty "title.db" and "import.db" files. Then, go to System Settings -> Data Management -> Nintendo 3DS -> Software on your 3DS and let it repair the database files.

<id0>/<id1 doesn't exist on in my nintendo 3ds folder. I have two folders with a bunch of numbers and a private folder. But inside both the sysnand and emunand dbs folders there's already a title.tb and import.tb created. Should I overwrite those with another one? And for emunand or sysnand?

Q: I'm getting a "DESCRIPTION_INVALID_COMMAND" error!
A: FBI currently does not support firmwares newer than 9.2 as a 3DSX, as it has no stable way of gaining access to the required services. It also cannot work as a 3DSX within most, if not all, emuNANDs, as they load a newer FIRM with the required kernel exploit patched.

Thanks to your post I figured I needed to use the .cia version of FBI.
Then I remembered that I needed to inject FBI to my emunand with Decrypt9.

All working now, thanks a lot.
