I can confirm that this plugin does helps run games a bit better. Tested with 3D on and off.

Any increase in battery usage and heat/temperature? In other words, is it safe to overclock it?

According to the OP, the high cpu clock and l2 cache are applied when running home menu and xenoblades. I reckon that it's totally safe to do that but it will definitely affect to the battery life and warm up the whole system a bit ( like your're playing xenoblades)

I assume you've already read the OP. Put the plugin into SD:\plugin\home\ all games will apply according to the setting.

i screwed up bigtime. haha, should have read the OP fully. anyways do you have to keep changing the clocks for every game or does it apply to everything if you change it once?

I have no idea. It's better to set your wishing clock everytime playing game

Although I didn't put two 3DS's side-by-side, it should still be pretty easy to tell the difference:

i wish someone would make a CIA format of this and just enable it on every game. L+start hotkey messes me up whenever i need to press it in some games that have soft reset (l+r+start).

You can just boot into Cakes from ThemeHax, boot the NTR cia and exit to HOME menu. .CIA'

It's /plugin/home, not /plugin/game/

Yes.
Launch Gateway / Cfw (whatever you want) > Install NTR 3.0.cia > Launch NTR > Home Button when it finishes > Done
You'll need to relaunch it each time you boot into Emunand.

Maybe because this will quite literally leech your battery life and then people will complain and it'll be a PR nightmare. So it's better to go safe than go big
