Hacking R4DS Cheats automatically reset

So, hey all. I'm using an R4DS-III, and I'm trying to get some cheats working. I don't think it's game specific, because I've tried this on many, many different games. Every time I try to turn on a cheat, hit "Save and Exit", and start the game, the cheat isn't activated. I go back to the cheat menu, put the code on again, hit "Save and Exit", and then go BACK to the cheat menu, only to find that the cheat has automatically been reset. This would almost appear to be a problem with the card itself. Is my diagnosis correct? How do I fix this?

The only way for the cheats to reset without you doing something in the cheat menu is for you to delete the _DS_MEU.sys file, but since you're using an R4 clone, it's probably a problem with the hardware/firmware, it's possible that you could try older version of the firmware, but every time you change it, all the other cheats you have saved should be reset.

What I mean by "reset" is that it appears that any cheat that I turned on has turned itself off when I leave, as though I had hit "Discard and Exit", when I was (and still am) clearly hitting "Save and Exit". What I do notice is that when I hit "save and Exit", for a brief moment, a dialogue box pops up and says, "Saving, please wait", and then instantly disappears.
