NTR-CFW 2 allows for full ARM11 kernel access plugins but the plugin sdk has yet to be released. Cell9 suggests it will be available in the next couple of days.
Once released making a plugin for on-the-fly RAM editing should be pretty simple for those with the necessary know how.

NTR 2 allows for 3DS based RAM editing? The old NTR required you to connect to your 3DS via a PC based program (NTR client/console or something). OP asked for a 3DS based option.do more research and you will find NTR cfw, you can do what you want with that

Well I took it as him wanting a 3DS based solution because he said he looked and couldn't find "a single homebrew, neither an CIA or an 3ds file".
Well if being able to hack your downloaded ROMs is your primary goal, then you'll be pleased to know that the old NTR allows ROM hacking with a Gateway.To edit ram of unsigned stuff
This is simply a side effect of NTR using a modified Gateway launcher, so it's a bug, not a feature. RAM editing is performed over wifi using a PC based client.
Honestly, if doing this sort of stuff without having to pay for games, is what you want I'd suggest you invest in a sky3DS.
You use it with either one of the three existing RAM editing setups, or the one of the two forthcoming options.
ARCode by KazoWAR may work with ROMs in emuNAND, but it's not realtime and requires access to a computer.

although i ended up accidentally changing my nand with no way of going back bc i didn't know you needed a gamecube controller to restore it (i have a wii minus/1.1, which doesn't have gamecube controller support)

If your NAND was hardbricked, then just buy another Wii. Or go with the dirty NAND flasher method.

and if i find the sd card i have my NAND backed up on, i can not only restore the NAND if i solder the right part in, but i can also put my NAND on dolphin, then i can play dolphin online, like PMEX Remix or MKWii Riibalanced
