Well I took it as him wanting a 3DS based solution because he said he looked and couldn't find "a single homebrew, neither an CIA or an 3ds file".

Well if being able to hack your downloaded ROMs is your primary goal, then you'll be pleased to know that
the old NTR allows ROM hacking with a Gateway.
This is simply a side effect of NTR using a modified Gateway launcher, so it's a bug, not a feature. RAM editing is performed over wifi using a PC based client.
Honestly, if doing this sort of stuff without having to pay for games, is what you want I'd suggest you invest in a sky3DS.
You use it with either one of the three existing RAM editing setups, or the one of the two forthcoming options.

KazoWAR may work with ROMs in emuNAND, but it's not realtime and requires access to a computer.
