Homebrew Question - Local Mystery Gift Pokemon

I just downloaded Victini via Mystery Gift in Pokemon OR and there was the option to download a Pokemon via Local Wireless. Now i wanted to ask whether there is a way to spoof a mystery gift signal like back then in gen iv where we could dump the distirbution module to send local mystery gifts.
i hope i explained that good enough to be understood :D

While there are existing methods to redirect to Nintendo servers, there are presently no method for Local Mystery Gift,
because of the way the data is signed. (we are unable to sign the data on our end, as we do not know the values they use)

    I don't have a wii u anymore to test it myself, but if homebrews are not visible on the wii u menu I think you can press L + R + minus to open the plugin menu, there should be an option called "homebrews on wii u menu" or something similar
