Gaming Question About PSX2PSP

What is this exactly? I have the .bin file, and when i try to convert it says i need a PBP file, how do you create this or just a general hint of what it is (if its illegal dont post where to find it >_>, and just say so).

Download IceTea 1.3, then just pick the image file you want to convert, set compression to 9 and where you want to save it, press convert or done (or similar) and wait. Then copy the folder with the eboot.pbp to ms0:/PSP/GAME.

Okay the file is showing up now, but whenever i try to run it, it says the game cannot be started
