Putting dummy file in Dreamcast files?

Recently I downloaded a dreamcast cdi and it was only 6mb. Somehow I don't think it would be kind to the DC console if I burnt it and just placed it into the console so I was wondering what do I do to pad it out to a normal cd-r?
