Also , nobody in the russian thread mentionned it only working on 4.7X afaik.

On PSXHAX they did. They clearly stated for 4.7X only, but still go ahead and try I want to see what happens.

Try to copy or download the file again. Most likely its patched, but maybe not.
Try to go in to Safe Mode and select "Restore File System".
