Hacking Possible to create .cia with only directories for a game?

I really want to play Petit Computer on sysNAND, but following the 'Four Swords Anniversary method' doesn't work for me since I've never had it on sysNAND. I assume a workaround would be installing an 'empty' .cia to sysNAND using Gateway and BigBlueMenu. This .cia would only hold Petit Computer's directory structure, and nothing more. Since the game should only be checking for the folders on sysNAND, wouldn't this method work? Is it even possible?
