In all honesty though, I have no idea why localization takes as long as it does. I'm in America, so this doesn't really apply to me, but didn't Brawl come out a year and a half later in Australia?

This has nothing to do with Nintendo not having a translation finished. It's more a matter of running an efficient business. Nintendo of America's releases are always going to be a little bit behind of Japan's due to timely localization work, but you also have to factor in their business structure.
Assuming Pokemon Black and White versions WERE completely translated and ready to ship right now, why would Nintendo do that? Sure they would sell well, but their sales would easily detract from the sales of the new Pokemon Ranger and PokePark Wii games as well as the new Golden Sun game due this fall.
Nintendo doesn't delay games because it takes them a long time to translate- they just like to space out the big releases to optimize their profit gain. Let the sales for Pokemon Ranger and PokePark Wii slow down, and THEN start worrying about releasing the next Pokemon game. That's how they do it.
