If you mean what are the best card to play GBA on 3DS?
the SuperCard TWO support well (only 2 or 3 game won't save without savestate ^^)

Other than SupercardDSTWO I don't think any of them can. They would need extra processing power.

Cyclo DSi can use DSi mode on 3DS now,and (I think) it had the ability to play GBA roms in DSi mode so that would work too.

To be honnest i only own a SuperCard Two and i got 100% on 3DS and 100µ speed on NDS Tank so i think that one of the best ok the snes emul are quite crappy but the GBA emul are the best i think ^^

Besides the two mentioned? Nope.

The emulator for the iEvo is not nearly as compatible for fast as the one for the DSTwo.

gba mode don't work on 3ds and dsi mode is very buggy
