Hacking PAL Wii bricked & can't change Internet connection settings

Hi ... i have here a Pal Wii that someone semi bricked: The Wii was "virgin", but modchiped.
I could put in it the homebrew channel thankfully.

The user made the update that came with EXCITEBOTS (USA), and the console NOW dont let me go to the
system options, AND I WANT AND NEED TO change the internet connection settings in order to, THEN, use
homebrew channel and go DOWNGRADE the console firmware (can i do it without an internet connection? I
think i can't, so... how can i change the connection settings?). ..
