It turns out these are the droids- I mean channels, I was looking for. It's the action replay-themed channel. A quick shazam revealed the theme to be Bla Bla Bla by Gigi D'agostino - made in the year 2000, so I was a little off the mark with the early-mid 90s thing. Thanks for the help uncovering this mystery everyone!
