You don't need to go to IRC and FTP to get XDK built software. First of all that method is flakey at best. The custom commands they used on IRC to activate the FTP don't work on all IRC clients. Better use is torrents. You can get any XBOX dashboard you want from many torrent sites. Just use the uTorrent client software. It's straight forward and easy.
Also I do NOT advocate continued use of XDK (illegal because you have to be a licensed Xbox dev company to do that legally), but I have no problem with using software which was PREVIOUSLY CREATED by others who used the XDK illegally. I actually have MORE problem with homebrew based on reverse engineering. There are SPECIFIC sentences in the Nintendo license agreement that comes wih games and consoles that FORBIDS reverse engineering.
Also the fruit (XBox dashboards) of a crime (illegal use of the XDK) is NOT always a crime itself. For example, that guy who leaked secret US military docs to Wikileaks committed a crime, and Wikileaks likely committed a crime by accepting the documents that were being illegally given to them. But a person who merely browses to the site and views the documents is NOT committing a crime by the mere act of viewing the documents (albeit you may have violated rules that will prohibit you from then ever getting a job in govt positions involving handling classified docs, you will NOT be arrested for the act of viewing these docs on Wikileaks).
