Is it possible that we can dump our downloaded DLC's and can people download them for free without paying anything?

Is it also possible with the ROM's?

1) Nope. Not that I am aware of.
2) Nope. Not that I am aware of. But if we want to get technical, even if they could dump them and allowed you to DL it for free but it will be useless since you won't get it to work.
3) Depends on what your question is. But even if you do manage to dump them, you still can't play them. At this point in time.
