Hi, i buy a new 3DS from internet. It missing CFW files, because i dont have a original SD card. So, i try to copy arm9loaderhax.bin from Luma3DS 7.0.5 and it boots to luma config. Next i follow A9LH to B9S from 3ds.hacks.guide. But i get stuck at section Finalizing Setup in step 2 - updating system.
Iam successfully boot to Home menu, but when i select the settings it shows 3DS logo with sound, then screens go black and blue led starts pulsing. (wifi led stay orange)

- cant run any app or game from home menu, recovery mod not work - same problem.

-can boot to Luma config or GM9.

I dont have a NAND backup (2nd owner)

Can you help me please? Iam new to 3DS, also sorry for bad english.

The CTRtransfer mentioned above is done through GodMode9, have you tried it? you access GM9 when you boot the console hold the start button, and download the CTRtransfer image from here https://3ds.hacks.guide/ctrtransfer.html matching your console's region & type, and follow the steps.
Yes i tried that, but i stuck in section II on step 24 - when i boot to home menu and go to settings = black screen + blue pulsing led.

Did you get any unexpected errors during the CTRTransfer process? What happens if you boot the 3DS without the SD card? Can you hold select on boot and read the top line in the top screen and the bottom yellow line in the bottom screen?

NVM... I was confused and thinking on another thing

Apparently blue blinking led indicates that your console is suspended (on sleeping mode) for any reason

Top line on top screen: "Luma3DS v10.2 configuration"
Yellow line on bottom screen: " Booted from SD via B9S"

Well that's completely normal, and I was expecting to be an issue here.... :/
In any case, you don't have Luma3DS installed on NAND, so let's rule that out.
Go here: https://3ds.hacks.guide/finalizing-setup and follow the Section VI only.
After that, see if the console now boots without SD (and maybe other apps work too.)
If now other apps work, it could mean there is an issue with your SD.

Okay, if you made a CTRTransfer, and you are booting without the SD, it could mean it's a hardware issue, as we have removed all possible alternatives.

We can do one more thing, do you have a NAND backup before you started having this issue? If so, backup your current NAND: GodMode9 -> Home -> Scripts -> GM9Megascript -> Sysnand Backup (this will create a backup of your current state, in case the following step has no effect). After that, go to Sysnand Restore and select the NAND backup you have before you started having issues. After the restore finishes, try to boot without the SD card and see what happens.

EDIT: Completely forgot you got this 3DS from the internet, let's see if anyone else has anything to say.

EDIT2: Does sleep mode work normally in the home menu? Does sound work? Can you open applets (internet browser, camera by pressing L+R, f.e.)?

Sound works, applets no. Only internet browser working. When i close 3ds, it goes to sleep mode (blue led pulsing, wifi led stay orange), but i cant wake up it.

Looks like a hardware issue again. Try placing a magnet near the B button to see if it eventually wakes up from sleep mode. You can also try removing the battery and waiting a few minutes before retrying

it can be the flex cables on motherboard?

EDIT: OK, i disassembly motherboard and there are four flex connectors damaged. I tried to fix flexs in connectors with hot glue (only for test) but the still the same error.
