I can confirm that the multirom still works on my EU and JP emunands.

Most likely an internal update. It's expected that System Menu 10 will be the next major update. I presume if they continue the 9.X line, then the next one will probably be 9.10.X or something stupid like that.Does rxTools still works?

Probably because RegionFour has such a limited potential userbase and, regardless, it doesn't really affect the (N)3DS much on their end. It'd really be more trouble than it's worth.Why does it feel like Nintendo is about to give up on the 3DS? RegionFour has been out for over 2 months and they haven't even touched that yet.
