Most likely an internal update. It's expected that System Menu 10 will be the next major update. I presume if they continue the 9.X line, then the next one will probably be 9.10.X or something stupid like that.

Probably because RegionFour has such a limited potential userbase and, regardless, it doesn't really affect the (N)3DS much on their end. It'd really be more trouble than it's worth.

Well NATIVE_FIRM wasn't updated, once a NATIVE_FIRM update comes out, then we can see if Nintendo bothered to patch it out or not. Still curious why they haven't at this point though, seems kinda strange.

9.6.0 to completely implement new N3DS FIRM, NCCH, and save keys which cannot be gained/accessed as of now (hence the 9.5.0 firmware limit).

For the o3DS, 9.6. Perhaps the same case for n3DS though they might have a newer one for the purpose of enabling new keys. I don't really keep track of n3DS updates as I don't own one.

Doesn't look like they targeted anything (that we know of). they updated the browser (just US) and home menu (all).
maybe they fixed an unknown browser exploit? Who knows, could just be a routine bug fix.
