I just want Dimentio's sprites and animations from Super Paper Mario, I tried PowerISO but that just keeps it hanging on 0%, Windows Explorer itself says the disc image file is corrupted, and Dolphin Emulator doesn't work for me.

Judging by the components list at the top of said sheet the animations happen on those components, as opposed to the classical list of stop motion animations common in older games/systems.
Wii ISOs, like many game systems, use a custom format and generic tools like poweriso are more focused on common iso formats. https://wit.wiimm.de/ and wii scrubber are the main two tools most use to pull apart Wii games. I don't know what the animation format will be here, or indeed if this game uses 3d textures and animates those instead of more classical 2d approaches*. As it is a Nintendo game then it might use some of the common formats so have a look at BMD models, the mario kart hacking scene, the smash brothers hacking scene and maybe fire emblem or what passes for the mario galaxy scene. Paper mario might even have its own thing but I have not met it yet.
*I just watched a video of the character in action and looking at the nature of the animations I can imagine it is the case -- a lot of that is far easier if done as a 3d model/texture and animated like that, especially as the Wii has a fairly weak 2d system as these things go.
At this point I would suggest you figure out how to get dolphin working on a system you control (if you have to borrow one then do that), maybe blank out the background, and rip the things from the resulting video file or whatever 3d viewer it might have.
