I live in Toronto, Ontario, Canada, it was the one in Markville Mall. I took a chance, well there was like 4 other gaming stores there and I decided to choose one and in luck i got a N3DS. Either Way i would have returned it if it was out of the firmware range

hard to say. It's not on the list so it's impossible to tell

I would guess that it's alright since it's between 1019 and 1021. But I didn't buy it for different reasons so I can't confirm.

Yeah I checked a ton of stores in my area and none of them are in the "safe zone".

Also as a tip people might have better luck looking for red consoles since they tend to be less popular and you are more likely to find an old one on the shelf.
