Homebrew Multi player on emulation?

Nope. No homebrew (AFAIK beyond sending a few bytes usually unsucessfully) have download play.

No, that topic is for "DS to DS communication" which is the local play you're asking about. As myuusmeow said, no stable way of doing local DS-to-DS communication has been established yet, though the people in that thread are trying very hard.
