i think it lets you play every track online. without the patch some of the tracks aren't available online.

This patch changes the 20 default wi-fi courses to the ones that you can't usually play on multiplayer. Courses such as Waluigi Pinball and stuff

You use an ips patcher, to patch the rom using the ips file.

So this patch allows you to play them without being on wifi?
