Hello all today I was listening to some of my favorite osts and I was thinking android uses arm and we have ps1 emulators so maybe porting one could yeld of results sinc ei woildnt know where to begin with starting from scratch.does anyone think it would be possible? And if so what tools besides devarmkit or ctrulib or python do you think I would need?. Many thanks

This question would be much more appropriate, and more likely to get a helpful answer, over here; https://gbatemp.net/forums/3ds-homebrew-development-and-emulators.275/

Specifically you could check the stickied threads, maybe the "homebrew development" thread, where devs/etc. are more likely to be posting.

I can tell you that porting things isn't somehow that easy, as not a single emulator on the 3DS is working 100% or even close, and we are talking about "simple" emulators like SNES/GBA/NES. I don't think we will ever see a PS1 emulator on 3DS and if there was one it would probably be terrible.

I completely understand you point and i thought i posted in homebrew but i goofed...anyway i do believe much more will be possible when more gifted individuals understand more of how it works. regardless of the current progress i dont see the 3ds ending up like the psp. to my understanding the psp was always unlocked and the 3ds we havent really properly used the gpu like nintendo would for vc. again not an expert we are far from being able to even play gba but thats all due to coding not necessary hardware limitations, i almost forgot about the n3ds too lol once things pick up hopefully if i even managed to make something maybe someone else can build off of it
