Hacking Link's Crossbow Training PAL

I've tried both Wiiflow and Neogamma, loading from a WBFS thumb drive, and this game refuses to run in NTSC mode.
Results are:
NTSC 420i = green screen
NTSC 420p = black screen
PAL 60 and 50 = Game boots, but my TV cannot support it.
edit: Auto-patch and Progressive also result in black screen.

Suggestions? My cIOSs and loaders are all up to date using Modmii.
