Homebrew Legality checker program for Pokemon BW/BW2 that uses sav?

Want to check the legality of something, but I have no router I can connect my DSes to right now, and I'm wondering if I can just put a sav from a flash cart with what I want to check on it into a program and have it tell me.

Is there anything like that?

http://www.pokecheck.org/ is the best legality checker I know of, but it's online. I am unaware of an offline legality checker if it exists.

Edit: In no way am I saying it's infallible. I've intentionally created illegal Pokemon that have gotten passed it.

The last offline legality checker I know of was only updated to HG/SS standards. The forum may have more info.
