Homebrew Launcharggen not working

Ok, so I'm currently attempting to install TWiLight Menu++ on my DSi using the tutorial on dsi.cfw.guide. However, I am currently stuck on step 9 to 11. When I copy Launcharggen to my SD card and run it, it makes an empty folder. No .launcharg files, nothing.

How do I fix this?
