What you're looking for is a rom trainer. They add cheats to the rom itself. Upon startup you can choose whether or not you want to activate them. Here's a link for one: http://crackerscrap.com/ Just look on this page for gbaatm, can't get more simple than that.

There is another way depending on what cheats You want to use, for example "money" cheat can be done with use of VBA. You run the game, enter cheats, save the game and then put it to Your DS SLOT-2 CARD (Slot-1 won't do it on DS, just no)
However if You need cheats that have to work all the time (let's say "Master Code") then no other way but as shadowmanwkp says, trainer stuff

Pretty much all of the GBA's RAM is cleared the moment you go into GBA mode, and then the GBA program has full control over all of the RAM so there's nowhere for an on-the-fly patcher to sit even if it survived bootup.

1. You can't run gba games just like that on an nds (except using a slot two flash card ) or by using ichichfly' s gbaemu (which runs some games and that also with problems) ,so using cheats is far away.

2. Though the best way to add cheats is by using vba, import the sav file and add cheats save the game progress, then transfer it to whatever device you were using to run gba games.

3. In my opinion, this is the best way to play a game with cheats because it doesn't break the compatibility in some games.

I was assuming he was asking if there was a way to load a homebrew program on his slot-1 that would act as an Action Replay for an official GBA cartridge inserted into slot-2, and that is not possible. The opposite is possible, running the DS homebrew program "NitroHax" to apply cheat files to an official DS cartridge (you eject the slot-1 cartridge and insert the DS game)

In addition to the site shadowman posted earlier, there's a site on PocketHeaven with lots of GBA game trainers as well. Google search to find it, and apply the IPS patch files with any standard IPS patcher (to a COPY of the rom file).

    Or when your player dies, you can say in code, if enemy exists, do nothing, but if enemy does not exist, then create enemy at certain spot. (This would be a pain tho for lots of emeies)

    Easiest, simple way would be just restart scene, but player would restart from beginning.
