Past games have been a profit grab, no way to deny that. However, these versions actually have more differences than just different Pokemon. Different final gym leader for each game, different Pokemon for each game, etc.

Are you sure? I can read Japanese and it says:

NDS Adaptor Plus O Was able to extract and write

So it seemed to suggest he was only referring to the save file.

In Japan, 'X' is normally looked at as a fail, while 'O' indicates a success.

No, there's a lot that goes with it.
Inserting text into a game is never easy without the right tool.
Actually, without a coded tool it could take quite a long time to insert the text manually.
You also have to change the images in the game to do menu translations and to do that, you have to extract the palette to even see the image clear enough to extract it. For that, you have to know the file's format and what to look for for find the palette.
Then you have to test it all to make sure it doesn't crash, text limit can crash a game easily, so you also have to look out for that.
If a person wanted to change the text, first they'd have to extract/dump it from the file but you need to know the file's compression before you can even see the Japanese or whatever language it is you're looking for. Then of course, you have to know the language you're translating it from (Machine translators are the worst idea ever to use on translations).
