Hardware Joycons say connected/paird on windows, but just keep scanning?

I don't know how to describe what's going on in the title, but here's what's happening:

I paired my joycons with my windows 10 PC a week ago, trying to play some games on it through Torzu/Ryu

They paired just fine. Worked just fine with Betterjoy. Worked perfectly in either program.

Turn them on and they hook right back up.


NOW

I turn them on and they just scan forever, even though windows seems to know they are on.

Betterjoy either detects them and doesn't actually let me control anything with them, or doesn't detect them at all.

Tor/Ryu does not see them, of course.


I got them to work again at some point last night while unpairing and pairing them over and over.

Turned them off thinking it was fixed.

It's not behaving the same problematic way as it did last night.


If I remove them from BT restart my PC, they connect just fine and work with betterjoy again.


Am I missing something? What is the big issue here?
