Homebrew Is using the charger during a hardmod NAND dump safe?

I dont see why it would affect anything as long as you're not soldering the power connections to the pins bypassing any of the conditioning circuitry.

The 3DS still uses the battery even when it charges, it just knows when there's power going to the battery and thus tells you :P

I thought I was told it was probably safer to have the console plugged in when reading/writing with the hardmod. so there's that.

Just to be safe power-wise? Will it mess something up?

I'd be wary of doing so unless you're also charging via a USB to power cable from the same PC... In theory both the hardmod ground and the ground lead from a charger should be at the same potential voltage and it shouldn't matter, but if for some reason that isn't the case, things will go wrong _very_ quickly.

Nope, hardmod is when someone wires up an SD reader to be able to read/write the integrated eMMC storage used for the sysNAND. The 3ds units that don't use batteries are the store demo units that people get ahold of from time to time.
