(Assuming you aren't fucking with us) Part of the 3DS bootrom is unprotected. Dump your unprotected bootrom and compare it to the file. I'm too lazy to do it but who knows?

I actually have no idea about any of this... I saw the file said bootrom so i decided to put it on my SD.

wouldn't we like KNOW ALREADY if someone took the time to implement the feature?

As far as I can tell, the files are exactly the same(other than the size but there are a lot of empty space at the end of both files, so it contains the same data).

Wow! Who knew that the protected part of the bootrom was actually just sitting there out in the open all along!? Good thing those devs worked years on trying to dump the bootroms when it took one gbatemp member with a minecraft icon to point out it was just sitting there.
