Is there a tool to create reproducible NSPs that will have the same hashes each time, as long as you use the same input NCAs and titlekey/cetk?

There isn't a tool designed to make reproducible ones, no - but if the contents are identical, the end result should be anyway?

I guess so, as long as everyone who makes the NSPs use the exact same NSP builder version. Tbh I'm not really sure what's a good choice of NSP builder.
