I've taken my hacked switch and jig just fine. I don't think anyone will think anything of them. Especially since you're not importing them in bulk to the country from outside of it.
Your location says you are in the US, so you're not importing it if you fly within the US.
But, no reason to worry about anything to do with that at all even if you were. I assume you have lived long enough to know what types of things you can, and cannot, get away with.
Can you get away with downloading a movie illegally, or even stealing some food from a store? As long as you aren't an idiot you will be fine.
Can you get away with killing someone? Not really...!
When is the last time you flew?
Didn't TSA check your phone for apps like Rekado, and let you off with a warning since you didn't have any payloads loaded in it?
(I'm joking, just to show how silly the situation is)
you seriously think any normal person over 30 who works at the airport has any damn idea what a rcm loader and jig is?
they'll just let you go but hey don't you even try to smuggle 1ml of water into the plane
Even in the very unlikely event that the airport employee would know what the RCM loader and jig are for, he would probably just wink and say "Have fun with your CFW!"

To answer your question, there has not been any News of the United States Government working with Nintendo to scan Airports for hardware; if there were, you can rest assured it would make the Front Page here for several weeks, at least.
That's not to say your concerns are unfounded; Microsoft in South East Asia did work together with Governments to scan Airports for Original Software and people were stopped and checked. They might again.
Some might argue that there's little chance of this going to Court, but that's besides the point; being detained long enough to miss Flights, especially on International Transits is enough to ruin your day and within the authority of the Airport Staff.
Actually, RCMLoader works as a USB stick, it's how you update the payloads.
Also, it's a bit too small to be a viable bomb.
And you know they have xray scanners that can see what's inside. They would immediately tell if there's anything in there other than a small PCB.
They're going after sellers importing in bulk. They don't care about you. Maybe they theoretically can take it from you if they recognize it but that's highly unlikely to happen.
They're after drugs, bombs and occasionally undeclared large amounts of money and they don't care much about anything else.
Honestly no one would even know what rcm is, god knows that everyone i know except 2 people and they actively follow switch cfw news. Most dont care or would assume its a battery (yes, there are batteries that are like an rcm loader)
