Homebrew Is downloading DLC safe after 11.8?

I recently got CFW on my 3DS XL and was wondering whether I could download some DLC without the risk of getting banned. Is it possible?

Legally from the eshop by buying them, of course, but if you meant as in pirating from the CDN, no. CDN downloaders no longer work so no FreeShop/Villain3DS/CIAngel/etc. but if you find a CIA of the DLC, you can just install it safely without any risks/issues.
