to be more specific i need it to be smc so it can work on a super nintendo emulator

IPS files are patch files and as such only contain changes, not sure why you would want to convert them to EXE (it is not like IPS is difficult to use and restricting it to one operating system family is not the best idea in this day and age) but as you asked

All three of those are able to turn a patch into an executable file leaving you to pretty much just feed it the rom you need patched.
