How would I without the internet determine if a memory stick is DDR, DDR2, OR DDR3?

Number of pins? Speed etc? The memory sticks are not inside a PC just in a pile.

Sticker should say so. If it doesn't, the sticker will have a model number which you can google but I guess without internet, that'd be hard to do.

The key notch should also help in distinguishing between the three types. Bring a ruler.

Such as this:

EDIT: New, more helpful image.

Does the label PC, PC2, also determine the type of ram into the categories also?
As far as I know, PC = DDR, PC2 = DDR2 and, shockingly, PC3 = DDR3.

Thats what I am thinking but was not sure wanted to confirm if it is true from a trusted source.
