You can try and boot the 2DS into safe mode to update to the latest firmware. To boot into safe mode, you need to first fully power down your 2DS. Then, press and hold A+R+L+Up(DPad) and turn on the system. It might be tricky, but is possible. You should then boot into a system update screen. From there, you can update your 2DS to the latest firmware.

it says SAFE_MODE is not supported, press any button to shut down

if it helps it also said not supported on 1.2/2.2 firm i believe, i may have the number off
Did you manage to make a NAND backup before you downgraded to 2.1? Also, I cannot find anything related to the error from Luma. Judging by the numbers you gave me, Safe mode was not implemented in that 3ds firmware, which explains the error.

I think the problem might be that the 2ds was never meant to be on 2.1. I don't know if this only affects the n3ds, but I thought you had to do a ctrNAND transfer to get back to the right firmware.

The 2DS was never designed for it, but can technically run it. Just not right...

That's really bad. Like, Reeeaaaalllyyy bad. There might be another way that you can get back to the latest system. Do you have any important data on your 2DS that you care about?

Ya, there was a specific firm that you needed to go back to when you done that route. I had done this one back when I had my first N3dsxl. You went down to 2.1.0. and back to that specific one or you would outright brick the console.
 
yes, but it's been so long since I did mine that I can't remember it very well. those 200+ steps to install a9lh sends shivers down my spine. :P

no all my data got erased a long time ago
