Hardware I have a semi-bricked Wii, and Preloader

I have System Menu 3.5 and Preloader .29

I'm guessing I have to install a System Menu via Homebrew Channel, right?

Will I lose all my data if I reinstall a System Menu? If so, which SM is recommended so I can reinstall HBC?

Nope - you wont lose any game saves or cios etc - what you will lose is preloader. What you need to do is:
Boot Preloader
Boot HBC from Preloader
Boot Hacks Remover (should have from when you installed Preloader)
Remove all your hacks using Hacks Remover
Boot Wad Manager
Install SystemMenu-vXXX.wad (XXX for your region whatever you have and I advise googling for the WAD)
Restart your Wii and you 'should' have got rid of your semi brick and preloader
Reinstall Preloader and you should be good to go
