Homebrew I don't can start other apps from the HBL what can i do ?

I have try to Format system and reinstalling themehax browserhax etc. I dont know what i can do but nothing works

Make sure the folders are correct. App folders should be in \3ds\ and their 3dsx file must have the same name as the folder
for example
a folder \3ds\someapp\
must have the file \3ds\someapp\someapp.3dsx

Menuhax 2.5 and the same Problem on browserhax
I have downloaded the latest starter pack from smealum

Yes i can use all apps from starter but no one i have downloaded and put in 3ds folder all apps show up

That's weird... Have you tried Masher's grid launcher? Maybe that could execute your homebrew?
