I Dumped EVERY Single game cart to a CIA, but I don't know how to convert them to CXI... Anyone know a Simple tool to convert CIA to CXI?

Yeah I've never heard of this format, it could be for citra, but if that's what you want you should check their faq, otherwise I have no clue

If you intend to use them with Citra, it might be easier to convert them to .3ds instead.
