Hi, idk how to load hb launcher on my o3DS v4.5, is there a way for me to load it?

Don't bump your thread. You can't access the Homebrew Launcher on that low of a firmware.

Check out https://3ds.guide/, there's all you need to know. After following the guide you will have Arm9LoaderHax, which basically gives you full control of the system only milliseconds after booting your 3DS up.
